Lee: We need an Anti-Vandalism Act

PETALING JAYA: Vandalism must not be tackled via education alone but must be backed by stringent legislation and strong en- forcement, says a social activist.

“An Anti-Vandalism Act should be introduced to allow deterrent punishment and compulsory community service,” Tan Sri Lee Lam Thye Lee said yesterday.

He suggested the proposed law include provisions for community service, the number of hours to be determined by the relevant authorities, and a jail term of not more than three years, and caning for habitual offenders (more than three times), subject to the Criminal Procedure Code.

“Hardly a week passes without reports in the media about some form of vandalism being committed on public telephones, road signs, street lighting, parks, flats and other public amenities,” he said in a statement.

Though vandalism in Malaysia was not as severe as in countries in the West, the quantum of damage caused rendered it a serious problem that must be tackled effectively, said the vice-chairman of the Malaysian Crime Prevention Foundation.

“As it is difficult for the authorities to nab the culprits red-handed, members of the public can make a citizen’s arrest on those caught in the act of vandalism and hand them over to the authorities,” he added.

Vandalism is means behavior attributed to the vandal. The people act of vandalism with willful or malicious destruction of public or private property. The category of vandalism is vandalism for public or private property. They do because we have very angry with people and government. For me, the factors which occurred of vandalism:
1) Peer influence – Peer is a person or friend with people. The friend can influences to friend for to do a behavior. The mischievous partner can influence the attitude individual. In this group, they have same to do vandalism. They damage to the public phone, signboard, road and all.
2) Parents and family – Vandalism occurred because lack of attention from families. They deprived for love from parents. Parents have no time with children. Children being kept because their well off attitude out of control.
3) Attitude - Apart from that, youth attitude also those cruel and short-tempered bring about vandalism. They unable to control emotion and feeling. They doing vandalism such as burn public phone, public toilet etc. When they commit said matter, they to be charmed and satisfied.
4) Media influence - Media influence also become causal factor. This case because, media often display story to spectators. When children see, they followed and wish to do said matter.

Every country has it’s own style of graffiti as it represents its culture. Among all, and being a patriotic ass, Malaysian style graffiti has my vote. Malaysia is more unique in this aspect because we are better well know for our toilet graffiti. I am not sure how it originated from, but you know, we are a bunch of shy people. We don’t express ourselves openly. So toilet is the best place to vent our frustrations, apart from shitting. Well actually, we have no balls in getting caught so it’s better to go stealth in this case.

If you think we expresses ourselves with spray cans, you are sorely mistaken because all we need is a pen. Not only pen is cheap, it is more healthy for our lungs too. Spray can emits a type of strong smell that going to damage your repository system in the long run. Further more it is not environmentally friendly. So that’s a big fat NO.

Types of vandalism
Vandalism may fall into one or more of the following categorizations:
1-Blanking
Removing all or significant parts of pages, or replacing entire established pages with one's own version without first gaining consensus. Sometimes important verifiable references are deleted with no valid reason(s) given in the summary. However, significant content removals are usually not considered to be vandalism where the reason for the removal of the content is readily apparent by examination of the content itself, or where a non-frivolous explanation for the removal of apparently legitimate content is provided, linked to, or referenced in an edit summary.
2-Excessive lengthening
Adding copious repetitive or meaningless content to a page.
3-Spam
Continuing to add external links to non-notable or irrelevant sites (e.g. to advertise one's website) to pages after having been warned is vandalism.
4-Vandalbots
A script or "robot" that attempts to vandalize or spam massive numbers of articles.
5-Silly vandalism
Adding profanity, graffiti, random characters, or other nonsense to pages; creating nonsensical pages, etc. Please note that the addition of random characters to pages is a common way that new users test edit and may not be intentionally malicious.
6-Sneaky vandalism
Vandalism which is harder to spot. This can include adding plausible misinformation to articles, (e.g minor alteration of dates), hiding vandalism (e.g. by making two bad edits and only reverting one), or reverting legitimate edits with the intent of hindering the improvement of pages.
7-Userspace vandalism
Adding insults, profanity, etc. to user pages or user talk pages.
8-Image vandalism
Uploading shock images, inappropriately placing explicit images on pages, or simply using any image in ways that are disruptive.
9-Page-move vandalism
Changing the names of pages (referred to as "page-moving") to disruptive or otherwise inappropriate terms.
10-Link vandalism
Modifying internal or external links within a page so that they appear the same but link to a page/site that they are not intended to (e.g an explicit image; a shock site).
11-Modifying users' comments
Editing other users' comments to substantially change their meaning (e.g. turning someone's vote around), except when removing a personal attack (which is somewhat controversial in and of itself). Signifying that a comment is unsigned is an exception. Please also note that correcting other users' typos is discouraged.
12-Repeated uploading of copyrighted material
Uploading or using material on the wiki in ways which violate DreamHost's copyright policies after having been warned is vandalism.
13-Malicious account creation
Creating accounts with usernames that contain deliberately offensive or disruptive terms is considered vandalism, whether the account is used or not.
14-Edit comment vandalism
Adding offensive edit comments in an attempt to leave a mark that cannot be easily expunged from the record. Often combined with malicious account creation.
15-Hidden vandalism
Any form of vandalism that makes use of embedded text, which is not visible to the final rendering of the article but visible during editing (www.yahoo.com.my).
